Hands of the Emperor – Rob Sanders
Set on Terra. Stentonox, a Custodian Guard, is in charge of the Imperial Palace’s security for the day. He is advised that the orbital plate Arcus is being moved above the Imperial Palace. Having queried on whose authority, he is advised that it is being done by the Imperial Fists so that the workers on Arcus can help with the fortification of the palace.
As having Arcus directly above the palace is a security risk, Stentonox leads an attack of Custodian Guard on Arcus to shut down its engines. Basically the Imperial Fists and Custodian forces each try and stop the other without resorting to bloodshed.
When neither side will back down the Sisters of Silence turn up in a gunship and say that the population of Arcus may hold psykers and they will need to divert it so that the population can be tested, which ends the problem.
There is also another blood games side story, whereby one of the custodians switches from trying to get at the Emperor to getting at Valdor instead and nearly succeeds until Stentonox stops it at the last minute.

It ends with Terra Nullis’s orbital defences opening fire on the Death Guard fleet and driving them off.
There is a nice bit at the end where Corswain orders his number two to commandeer Terra Nullis’s transport sheets and fill them with 20,000 legionaries. His number two asks where he is supposed to find them and Corswain tells him “Caliban.”
