It won't affect sniper units, all it gives is a flat re-roll of 1s to wound or pen and completely ignores snap shooting or blast weapons. That's my fault as I read it wrong before posting, it's only re-rolls of 1 not +1 to wound.
As for the Suzerains, Given their points cost, I'd say they're slightly better than Terminators, which as the elite of the XIII Legion I'd expect too. Cataphractii get a better invul save and although they'll probably go at initiative 1 will do a better job of wounding. Against other Legion elites? Gal Vorbak will likely stomp them, probably Templars too. The rest depends on loadout etc etc
The Legatine Axes only go to ICs and the Suzerains and cost on a par with the Legion specific weaponry of the other Legions
As for recruitment, it was literally a case of the whole of Terra being combed for them but in particular the remnants and orphans of the old enclaves that opposed unity and were crushed by the Emperor made up a good proportion of the early intake of the XIII Legion
Word Bearer wise - nothing much is new with them, couple of new special characters Hol Beloth, Zardu Layak (who can take a unit of his own , Blade Slaves and has Malefic Daemonology as a psychic discipline) and probably the biggest thing (and much needed) Lorgar no longer has access to Telepathy. Divination and Telekinesis only in both his Suppressed and Transfigured incarnations. So no more invisible Lorgar and 10 Gal Vorbak
