I've never said this. But you can expect new balance, a few new upgrades, and tweaks to existing races to:
a.) Compete with Chaos
b.) Compliment the new units
c.) Address community concerns with homogenization and potentially UP and OP commander items and globals.
Major balance testing started on Chaos Rising soon after TIOW was released and we've been trying to address community concerns at the same time. We should be revealing more information on these units and how they are incorporated in the new game at a later date.
I would like to make it clear that we have gone to great effort to ensure all the races receive an equal amount of love. Tyranids happen to get two units because when we did their redesign in TIOW we felt they needed something equivalent to a walker in T2. While this helped Tyranids out in that version of the game, we were criticized for homogenization; which may be fair. But we had already planned for the Tyrant Guard to take its place and had actually seriously considered a rush to get it in for TIOW but there wasn't enough time. So now the TG will be replacing the T2 fex and the fex will once again be merged into it's former T3 glory.
The shield wall ability is a direct result of community feedback. Competitive players stated that while an early carnifex was useful they quickly became obsolete due to their inability to be repaired and using base regen was not a viable option. We agreed and gave the TG the shield wall ability. Which will lock it in place, prevent it from attacking, convert its armour to vehicle type (from super heavy [oh the spoilers!]) and regen its health.
To say the TG is a walker unit isn't really accurate. It is an entirely different type of unit with a different purpose we but feel it complements Tyranid tier 2 well, which also has some new interesting features that you will find out about later.
