From what I hear the codex is finished, but has not yet hit the printers and there is still some debate about which time slot it will be awarded; either October '10 or January '11.
The source is very reliable, but the above is just my interpretation of what was said.
Talos Options: Among other things (plastic box...), I've heard talk of a psyker-upgrade for the Talos. As in, the vanilla Talos uses the psychic output of a torture-victim to power itself (a concept that'll be refined quite heavily, if I'm not mistaken).
Rumours From The Last Thread:
*Dark Eldar will be released this year.
*Dark Eldar are the next army to be released for 40k.
*The entire range is being redone.
*The entire range will be released in waves.
*There will be some kind of official news in a few days.
*The Talos will have a variety of options, including a "weaponised psyker".
-Reavers will be able to drag models away from units and drop them as a blast weapon.
-The Talos will be a walker "of sorts", with special rules increasing its durability.
-A Haemonculi upgrade allowing the Deldar player to take control of a run down unit rather than destroying it.

Talos are normally Heavy, but can also be Elites if you take a Haemoncullus as your HQ.
Warp Beasts are as follows:
-Unit Upgrade for a Wych Squad on foot/Equipment upgrade for a Succubus.
-Can be taken by any number of Succubi.
New Incubi models look like a fusion of several CWE Aspect Warriors. Poses are very dynamic like the 3rd edition Scorpions. Tormentor Helms now have masks similar to Jain Zarr, moulded to look like they are twisted in tortured agony and the ranged weapon is mounted on the left temple. Much heavier armoured like Dark Reapers, but covered with spikes and blades. Punishers are no longer 2 handed polearms, but are a pair of spiked cudgels with Splinter Pistols in the hilts. Drazhar won't be getting a new mini in the first wave, and will be discontinued until a new model can be made that fits the new asthetic.
The new Warriors are similar to the full colour shot in the background section of the rulebook, but 'spikier'. The Splinter Rifle has already been seen in the CAD pics but is again supposed to be 'spikier'. (10 per box for the usual price)
Plastic Wyches are basically just a direct copy of the current ones but in plastic, there will be a lot of 'fluff' pieces on the sprue (armour plates, trophies, that sort of thing) to make them more customisable. Also rumoured to come with a lot of weapon options, supposedly each weapon option is available for the entire squad (I think he meant that each Wych will have all the options available). Again 10 per box.
The equipment for the independent characters: (literally) stripper of the soul (soul sucker?), *same cost as the power gauntlet (I'm guessing Power Fist? I haven't read the BT codex to know if they have a power gauntlet) of the black templars*, power weapon, vampiric effect: for each unsaved wound, the bearer regains one wound. This resembles a weapon of WH:BF?
"Enuviel the Fallen": (no idea what Viovode is, my guess is Archon) of the Cabal of Ancient (Voies can be translated as sights or understandings, so this is likely Cabal of hte Ancient Ways/Old Wars/Ancient Understandings). Independent character of the Dark Eldar, worshiper of Slaanesh. Allows the Dark Eldar to form a Slaaneshite cabal.
Dicelikethunder's podcast from the other day stated that the book is done, the models need a 3 month lead (due out in Sept/Oct '10) time and claims they recieved an email from a playtester detailing some of the new rules.
Reavers being able to drag a model away with their chains from a hit and run on a failed save, and then bomb it (strength 4 small blast) on a unit it passes over with it's next 24 inch move - causing them to go to ground if they take a wound.
The Talos being a walker "of sorts", recieving a -3 for glances and a -2 for pens?
A Haemonculi character upgrade dominating run down units (presumably taking control of the unit instead of destroying it), and that the book was deemed too weak and was initially sent back to have it's power upped.
